These plans are at an early stage, and Harrow Estates is interested in your feedback. Your views can help ensure that, if the development is approved, the plans deliver what the local community would most like to see.
This website includes information about our plans and details of our upcoming public consultation event. At the event, you can view the plans in much greater detail, ask the team any questions you have, and give your feedback. After our public consultation event, you can also leave your feedback here and view the materials we shared.

While the site is not currently allocated in any adopted Local Plan, East Hampshire District Council have to accommodate a significant amount of new housing and will be looking at a variety of options as to where new development can be located. Harrow Estates consider Land at South West Alton represents a sustainable addition to Alton which can help East Hampshire District Council to meet these housing requirements. The proposals would also be a significant step towards addressing housing need in East Hampshire, where nearly 1,700 families are waiting for a secure, affordable home – the highest level in a decade.

Our site is around 2km from Alton Town Centre, less than a 10 minute cycle and less than 15 minutes on the bus. The site is currently accessed from Chawton Park road, comprises privately owned agricultural farmland, and has existing farm buildings and residences within its boundary.
Currently, the site is not accessible to the public except for a narrow bridleway (National Cycle Network route 224) running through the middle. These plans would open up around 50% of the site as new, publicly accessible green space, which would support much greater recreational enjoyment of the local landscape.
While the site is in a highly sustainable location, within easy reach of local services on Chawton Park Road and at Alton Town Centre, it is nestled within a valley which will naturally contain the neighbourhood with green edges, and it maintains the longstanding southeastern boundary of Alton along the A31.
Location of the proposed new neighbourhood.
Harrow Estates have promoted Land at South West Alton as a sustainable new neighbourhood for Alton as part of the emerging East Hampshire Local Plan since 2019. The site is strategically well-placed within the district to make a significant contribution towards housing needs and other key objectives in the emerging Local Plan.
In 2019, East Hampshire District Council undertook a Large Development Site Consultation which sought views on the suitability of ten large potential development sites within the District. Land at South West Alton was included within this consultation. As part of this process, Harrow Estates attended six consultation drop in events across the District, including one at Alton Assembly rooms.
Following the Large Development Site Consultation, East Hampshire District Council appointed master planner Tibbalds to develop a masterplan for the site, in conjunction with Harrow Estates, local stakeholders and Parish Council. The Tibbalds masterplan illustrated an approach to residential-led development on the Site which has informed the design work presented at this consultation event.
In 2021, following the conclusion of the Large Development Site Consultation, and further extensive site assessment work by East Hampshire District Council, Land at South West Alton was identified by Officers as the most sustainable option for a large development site within the District. Reasons for its identification include links to Alton’s transport infrastructure, services and facilities but also the ability to deliver new social infrastructure within the site.
Consultation on the most recent Regulation 18 draft Local Plan was undertaken between 22 January and 4 March 2024. In its response to this consultation, Harrow Estates supported EHDC’s conclusion that Alton is the most sustainable location for new development (as the only “Tier 1” settlement within the District), whilst also presenting Land at SW as an available and deliverable site to meet the needs of the Local Plan.
